Wilmington Police Charge Three for Illegal Operation of Off-Highway Vehicles

WILMINGTON, DE — Wilmington Police have charged three individuals in a crackdown on the illegal operation of off-highway vehicles. The arrests are part of ongoing investigations by the Special Operations Division Traffic Unit.

The following individuals were arrested:

  • Xavier Price, 21, was taken into custody without incident on October 4 after police obtained arrest warrants for multiple offenses related to illegal off-highway vehicle operation on October 1.
  • Allen Lister, 27, was apprehended without incident on October 11 after police obtained arrest warrants for related offenses on October 1.
  • Gyheim Fitzgerald, 25, was taken into custody without incident on October 12 after police obtained arrest warrants for related offenses on October 1.

All off-highway vehicles within Wilmington city limits must be registered through the Division of Motor Vehicles and equipped with an immobilization device, such as a wheel lock, at all times. Operating such vehicles on city streets, sidewalks, or parks is a violation of both the Wilmington City Code and the Delaware Criminal Code, resulting in significant fines.
