Unisys Expands UK Government Footprint Through TS4 Win

BLUE BELL, PA — Unisys (NYSE: UIS) secured eligibility to compete for technology modernization contracts across the entire U.K. public sector after being selected for all six service categories under the British government’s Technology Services 4 procurement framework.

The appointment positions Unisys to pursue digital infrastructure, cybersecurity, workplace technology, and transformation projects spanning central government agencies, healthcare systems, local authorities, and emergency services across the United Kingdom, expanding the company’s access to government IT spending amid rising demand for modernization and cyber resilience.

The Technology Services 4, or TS4, framework is administered by the U.K.’s Crown Commercial Service, which oversees procurement programs designed to streamline technology purchasing for public-sector organizations.

According to the Crown Commercial Service, the agency delivered £4.9 billion in commercial benefits to the public sector between 2023 and 2024 through centralized procurement programs aimed at reducing taxpayer costs.

Unisys said it qualified across all six TS4 categories following a review process that included technical evaluations, case studies, and capability demonstrations.

The framework covers technology consulting, service integration, workplace computing, infrastructure operations, application management, and large-scale transformation programs.

The company said the designation allows government buyers to access pre-vetted technology vendors through an accelerated procurement process rather than conducting standalone qualification reviews for individual contracts.

“Government organisations face many challenges, from evolving cyber threats to the pressures of ageing infrastructure,” Michael Harounoff, senior sales director for EMEA at Unisys, stated. “They need a trusted partner able to deliver resilient, cost-effective services for the public.”

The selection adds to Unisys’ recent expansion in government cybersecurity work in Europe. Earlier, the European Commission selected the company as part of the EU Cybersafe Consortium supporting cybersecurity operations for 71 European Union institutions under a separate professional services framework.

The TS4 framework includes service categories covering digital strategy and architecture, multi-supplier IT integration, end-user computing support, data center and infrastructure management, software and data services, and enterprise-scale modernization programs.
