HARRISBURG, PA — Pennsylvania Attorney General Dave Sunday has filed a lawsuit against JC Home & Construction Management LLC and its owner, Julian Caldwell, seeking to bar them from operating a home improvement business over allegations that they left residential projects unfinished, performed substandard work and failed to refund customers.

The civil complaint, filed in the Philadelphia Court of Common Pleas, alleges violations of Pennsylvania’s Unfair Trade Practices and Consumer Protection Law and Home Improvement Consumer Protection Act.

State prosecutors contend that the company accepted home improvement work but failed to complete projects or delivered work that did not meet acceptable standards. The lawsuit further alleges that customers seeking refunds were not reimbursed.

The Attorney General’s Office is asking the court to issue a permanent injunction prohibiting Caldwell and his company from operating a home improvement business or registering one with the Commonwealth.

The lawsuit also seeks restitution for affected consumers, civil penalties and reimbursement of the state’s investigation and litigation expenses.

“Pennsylvanians who pay for home improvements deserve quality work and honest business practices – not unfinished projects and a cold shoulder when they seek refunds,” Sunday stated.

“Contractors doing business in Pennsylvania must follow our laws and will be held accountable when they fail to deliver on their promises to consumers.”

According to the Attorney General’s Office, JC Home & Construction Management operated under several business names, including JC Home Repair, JC Construction, JC Home Improvement and JC Home and Construction.

The state is encouraging customers who believe they were affected by the company’s alleged practices to submit complaints if they have not already done so.

Those complaints could help identify consumers eligible for restitution if the state obtains financial relief through the litigation.

Consumers can file complaints with the Pennsylvania Office of Attorney General online, by calling 1-800-441-2555 or by emailing consumers@attorneygeneral.gov.
