HARRISBURG, PA — Pennsylvania farmers and eligible first-responder organizations have until Sept. 30 to seek state liquid-fuels tax reimbursements, a program that returned more than $24 million to eligible entities last fiscal year.
The Pennsylvania Treasury said electronic applications must be received by Sept. 30, while paper applications must be postmarked by that date.
Eligible first responders include nonprofit volunteer fire companies, ambulance providers and rescue squads. Qualifying farming operations are also eligible for reimbursements administered by Treasury’s Board of Finance and Revenue.
Applicants should have received forms from the board. Eligible organizations that did not receive an application can contact the agency at 717-787-6534 or BFRLiquidFuels@patreasury.gov.
Treasury is encouraging electronic filing to accelerate processing and payments.
“Treasury works to get Liquid Fuels Tax payments issued to our hardworking farmers and brave first responders as soon as possible every year,” Treasurer Stacy Garrity said. “I encourage claimants to file electronically for faster approvals and payments by this year’s deadline.”
Completed forms and required documentation can be emailed to BFRLiquidFuels@patreasury.gov or uploaded through Treasury at patreasury.gov/bfr.
Applicants must provide actual receipts showing the purchase date, location, fuel type, price per gallon and total amount paid. Vendor payment documentation must be on the vendor’s letterhead and verify that all Pennsylvania liquid-fuels taxes were paid.
The board retains submitted receipts and does not return them to applicants.
Eligible fuels include unleaded gasoline and on-road clear diesel used for machinery and vehicle operations. For farming operations, qualifying fuel must have been purchased within 25 miles of the operation.
Dyed diesel does not qualify for reimbursement.
Political subdivisions, nonpublic schools and nonprofit schools may also qualify for liquid-fuels tax reimbursements, but those applicants operate under a separate March 31 deadline. Treasury said applications for those groups will be distributed during the final week of December.
The Board of Finance and Revenue is an independent administrative tax tribunal administered by the state treasurer. Its three-member board includes two gubernatorial appointees confirmed by the Pennsylvania Senate and the treasurer or the treasurer’s designee, who serves as chair.
