PennDOT Opens Window for Private Transportation Deals

HARRISBURG, PA — Pennsylvania transportation officials are accepting unsolicited private-sector proposals through Oct. 31 for projects that could change how roads, bridges, rail, aviation, ports and other transportation services are financed, delivered or managed across the state.

The Pennsylvania Department of Transportation’s Office of Public-Private Partnerships is accepting proposals involving PennDOT-owned projects, infrastructure and services during its twice-yearly submission period.

Private companies may propose new approaches to delivering transportation projects or managing existing transportation-related programs and services. PennDOT holds unsolicited proposal periods each April and October.

Pennsylvania’s public-private partnership law allows PennDOT and other transportation authorities and commissions to work with private companies on the delivery, maintenance and financing of transportation projects.

The seven-member Public Private Transportation Partnership Board reviews potential projects. If the board determines that a state transportation operation could be administered more cost-effectively by a private company, PennDOT would move to a competitive procurement through a request for proposals.

Private-sector applicants may also submit proposals involving transportation assets not owned by PennDOT directly to the board during the October window.

Transportation entities outside the governor’s jurisdiction, including transit authorities and the Pennsylvania Turnpike Commission, may set their own submission schedules or accept proposals throughout the year.

The next PennDOT unsolicited proposal period is scheduled for April 2027.
