New Safety Push Targets Risks at Major Pittsburgh Build

U.S. Department of Labor OSHA

PITTSBURGH, PA — A major expansion of the Heinz History Center will include enhanced worker safety oversight under a new federal partnership aimed at reducing construction site injuries and hazards.

What This Means for You

  • Federal safety officials will monitor and guide safety practices on a large local construction project
  • Contractors and subcontractors will receive additional training on identifying workplace hazards
  • The effort aims to reduce injuries and improve safety standards across the job site

The U.S. Department of Labor’s Occupational Safety and Health Administration has entered into a strategic partnership with Mascaro Construction Co. for the project, which is expected to continue through May 2028.

The agreement focuses on preventing work-related injuries and establishing a comprehensive safety and health program throughout the construction process.

How the Partnership Works

The initiative is part of OSHA’s Strategic Partnership Program, which allows the agency to collaborate with employers and workers to improve job site safety through defined goals and performance measures.

Under the agreement, partners will work to identify and eliminate serious hazards, strengthen safety protocols, and ensure compliance with workplace standards.

The program also includes training for subcontractors to help them recognize risks when working in and around active construction areas.

Focus on Safety Systems

Officials said the partnership will emphasize leadership involvement, accountability measures, worker participation, and structured hazard identification — a process of identifying potential dangers before incidents occur.

These efforts are designed to create a proactive safety culture on-site rather than relying solely on enforcement after violations occur.

Project Details

The Heinz History Center expansion will add a 92,000-square-foot wing to the Pittsburgh campus.

Planned additions include new exhibit space focused on regional history, upgraded visitor amenities, a 150-seat theater, smart classrooms, a cafe, and event spaces.

Construction is scheduled to be completed by May 2028.

Broader Program Goals

OSHA’s Strategic Partnership Program brings together employers, labor groups, and industry organizations to improve safety in large-scale construction and other high-risk industries.

The partnerships are designed to encourage hazard reduction, improve workplace practices, and reduce injuries across projects where OSHA has regulatory authority.
