Willistown Housing Plan Seeks Approval for Steep-Slope Construction

WILLISTOWN TWP, PA — A developer seeking to build age-restricted housing on 10.27 acres of industrially zoned land in Willistown Township must obtain conditional-use approval to place portions of the project and its supporting infrastructure within regulated steep-slope areas, raising land-use and environmental considerations ahead of an October 26 public hearing.

HK Industrial Blvd LLC is requesting permission to develop the property at 14 Industrial Boulevard in Paoli, where the proposed residential project would occupy land designated under the township’s I-Restricted zoning district.

The Willistown Township Board of Supervisors will consider the application at 7 p.m. Monday, October 26, at the township municipal building, 688 Sugartown Road, Malvern.

The application, identified as C-2-26, seeks conditional-use approval under Section 139-75.2 of the township’s zoning ordinance for an age-restricted residential development.

The developer also requests three separate approvals under Section 73-32 governing construction within areas classified as prohibitive or precautionary steep slopes.

Those requests would allow portions of the residential development, roadway access and associated sanitary and storm-sewer lines to extend into regulated slope areas.

The proposed construction would introduce residential buildings and infrastructure into portions of the property subject to additional land-development restrictions.

Steep-slope regulations are intended to address development concerns associated with sloping terrain, including erosion, stormwater runoff and soil stability.

The application therefore requires supervisors to evaluate not only the proposed residential use but also the location of buildings, roads and utility infrastructure within environmentally regulated portions of the site.

Earlier township records described plans for an age-restricted apartment development at the property. The current hearing notice does not identify the number of proposed residential units.

The property is identified as Chester County tax parcel 54-1-2.17.

Approval would allow the developer to proceed under the conditional-use provisions applicable to the proposal, subject to any conditions imposed by the township and other required development approvals.

The application remains pending, and the Board of Supervisors has not granted conditional-use approval.

During the October 26 hearing, supervisors will receive testimony concerning the proposed development and its requested steep-slope exceptions.

The Board may approve the application, attach conditions to an approval, or continue the hearing for additional consideration.

The proposal represents a potential change in land use for the Industrial Boulevard property, with the developer seeking authorization for age-restricted housing in a district designated I-Restricted.
