WEST CHESTER, PA — Chester County’s deployment of bilingual, AI-powered self-service kiosks across its court system has received national recognition after the technology was introduced to help visitors find court information, access documents and navigate government facilities more efficiently.
The county’s “AI Self-Service Kiosk Implementation” was selected for a Center for Digital Government AI 50 Award in the Project category. The awards recognize public- and private-sector uses of artificial intelligence.
Chester County launched the kiosk program in 2025, placing units at the Chester County Justice Center, Government Services Center and some Magisterial District Courts.
The kiosks provide interactive building directions, access to court forms and documents, hearing searches by name or case, and links to platforms for paying court fines and costs. They also provide answers to frequently asked questions, jurisdiction guidance and connections to 211 community resources.
Services are available in English and Spanish.
At the Justice Center, kiosks have been installed in several locations, including the lobby, law library and family court.
Court Administrator Patricia Norwood-Foden described the deployment as one of the county’s most successful public-facing technology projects and stated that visitors have readily adopted the kiosks.
“From the beginning, our goal has been to offer easily accessible services in English and Spanish that help visitors navigate the court system,” Norwood-Foden stated.
The Center for Digital Government characterized Chester County as among organizations demonstrating responsible and innovative applications of artificial intelligence. Its AI 50 Awards recognize cities, counties, states, nonprofits, educational institutions, private companies and individuals.
For Chester County, the project represents an effort to shift routine information and navigation functions to self-service technology while giving courthouse visitors direct access to commonly needed court resources.
