Chester County Prison Staff Recently Completed FBI-LEEDA Training

WEST CHESTER, PA — Several members of the command staff at Chester County Prison have completed the FBI Law Enforcement Executive Development Association (FBI-LEEDA) Trilogy leadership training program, prison officials said.

The program consists of three courses — the Supervisor Leadership Institute, the Command Leadership Institute, and the Executive Leadership Institute — designed to develop leadership skills across different levels of law enforcement management.

Officials said the curriculum focuses on ethical decision-making, organizational leadership, communication, and strategic planning to address evolving public safety challenges.

“This accomplishment reflects our leadership team’s dedication to growth and to leading with integrity,” said Acting Warden Brian Sheller.

Sheller said investing in professional development helps ensure the prison’s leadership remains prepared to meet the needs of both inmates and the broader community.

By completing all three components of the program, participants demonstrated a commitment to professional standards, accountability, and leadership development, the prison said.

The FBI-LEEDA Trilogy is widely used by law enforcement agencies nationwide as a structured training program for supervisors and executives.

Chester County Prison said the program is also being extended to additional staff, with more than 25 corporals, sergeants, lieutenants, and other supervisors expected to complete the training by the end of 2026.

Officials said the training initiative is part of broader efforts to strengthen leadership capacity, support staff development, and maintain operational effectiveness within the facility.
