Shake-Up at Octorara School Board: Two Resignations, Leadership in Turmoil, and Big Changes Ahead!

ATGLEN, PA — The Octorara Area School Board is contending with its second resignation of the year following the departure of Region 3 Director Jay Lusby, announced at the board’s regular meeting on May 19, 2025. Lusby’s resignation follows that of Region 1 Director Anthony Falgiatore, who stepped down in April.

“Mr. Lusby has submitted his resignation from the board effective immediately,” confirmed Board President R. Matthew Hurley during the meeting. “We thank him for his service and dedication to the district.”

Lusby, who had been elected Vice President of the board during its December 2024 reorganization meeting, represented Region 3, which includes Highland Township, Londonderry Township, and Parkesburg Borough (South). No specific reason for his resignation was publicly disclosed.

Superintendent Dr. Steven A. Leever addressed the board following the announcement and praised Lusby’s contributions.

“It’s important that we follow established procedures to maintain trust and stability,” said Leever. “Filling this vacancy with care and transparency is essential, especially as we enter a critical planning phase for the district.”

The board recently used such a process to fill the Region 1 vacancy. At the May 12 work session meeting, members officially appointed Mike Hoffman to complete the unexpired two-year term vacated by Falgiatore. Hoffman had been one of two candidates — alongside incumbent Hillary Prickett — listed on the primary election ballot for a full-term seat representing Region 1, which includes Atglen and Christiana boroughs, Parkesburg Borough (North), and West Sadsbury Township.

Looking ahead to Region 3, Dr. Leever informed the board that Donna Dougherty, the unopposed candidate on the primary ballot for that region, had expressed her willingness to assume the seat immediately.

“Given that Ms. Dougherty was the only candidate on the ballot, and is willing to serve now, I don’t believe we need to solicit additional résumés,” Leever advised. The board appeared receptive to following the same streamlined appointment process used for Hoffman.

Dr. Leever is also preparing for a transition of his own. He will resign as Superintendent at the end of the school year to become the Director of Career, Technical & Customized Education at the Chester County Intermediate Unit, effective July 10, 2025.

Despite the rapid turnover, board members stressed their commitment to continuity and effective governance during this critical period.
