Repeat Offender Charged in Disturbing CSAM Case

HARRISBURG, PA — A Monroe County man is accused of possessing hundreds of files of child sexual abuse material after investigators traced online tips to an email address allegedly linked to him, Attorney General Dave Sunday announced.

Aaron Scott Ragg, 54, of Stroudsburg, was arrested and charged with 501 felony counts of possession of child sexual abuse material and one count of criminal use of a communication facility, according to the Office of Attorney General.

The Attorney General’s Child Predator Section responded to tips regarding suspected child sexual abuse material connected to an email address that authorities allege was associated with Ragg.

According to the Attorney General’s Office, agents executed a search of Ragg’s electronic devices and allegedly located hundreds of images and videos depicting child sexual abuse material.

Ragg was arraigned and had bail set at $250,000, court records show. As a condition of bail, he was ordered to have no contact with minors and no access to the internet.

Attorney General Sunday said in a statement, “Possessing a single file of child sexual abuse material is criminal conduct, but here we have particularly heinous behavior with a defendant — a repeat offender — collecting a large volume of photos and videos.” He added that the Child Predator Section “is committed to pursuing those who victimize children by possessing, viewing, and sharing child sexual abuse material.”

According to the Attorney General’s Office, Ragg has a prior conviction from 2008 in Lackawanna County for similar conduct and served a prison sentence followed by probation.

The case is being prosecuted by Deputy Attorney General Mary G. Phillips.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
