$1.2M State Cash Targets Crumbling Roads, Bridges, Parks in Chester County

HARRISBURG, PAState Rep. Christina Sappey on Thursday announced more than $1.2 million in state funding for road repairs, safety upgrades, and community improvement projects across her Chester County legislative district, directing gaming and energy-related revenues into local infrastructure and public spaces.

The funding includes grants from the Statewide Local Share Account, supported by proceeds from the Pennsylvania Race Horse Development and Gaming Act, as well as awards from the Act 13 Greenways, Trails and Recreation Program, which backs park, trail, and conservation projects statewide.

Sappey said she worked closely with local officials, community organizations, and state Sens. Carolyn Comitta and John Kane to secure the funding.

Sappey said the projects reflect collaboration among residents, nonprofit partners, and government leaders, and are designed to improve safety, strengthen community connections, and deliver tangible benefits for local residents.

Among the projects funded through the Local Share Account:

Avondale Borough will receive $150,000 for road improvements along Chatham Street, Poplar Street, and Pomeroy Avenue, which were ranked among the borough’s worst roads in a 2023 pavement management study.

East Fallowfield Township was awarded $475,000 to replace the deteriorated Mortonville Road Bridge, a closure that has delayed emergency response to nearby neighborhoods. The project includes a culvert replacement, roadway repaving, guiderail installation, and erosion control.

Newlin Township will receive $191,490 to replace an aging tractor and boom mower that lacks modern safety features, improving roadside vegetation management and worker safety.

Longwood Gardens was awarded $200,000 for security upgrades at its visitors center in East Marlborough Township. The project includes installing 22 permanent vehicle bollards along roughly 220 feet of the facility to protect against runaway vehicles or criminal acts.

Additional funding awarded through the Act 13 program includes $110,000 to the Kennett Area Park Authority for work at the Anson B. Nixon Park Historic Water Works, $56,000 to New Garden Township for Phase 1 construction of Smedley Preserve, and $20,000 to West Bradford Township for upgrades at Embreeville Park.

Sappey said the investments are aimed at addressing long-standing infrastructure needs while enhancing public safety and preserving community assets throughout the district.
