WEST CHESTER, PA — Chester County Chief Executive Officer David Byerman has graduated from the Center for Excellence in County Leadership (CEL), a professional development initiative of the County Commissioners Association of Pennsylvania (CCAP).
Byerman was part of the Class of 2025, completing an intensive program designed to strengthen communication, management, and leadership skills among county officials. The curriculum included training in leadership styles, strategic planning, interpersonal dynamics, media management, and decision-making.
