Just to be clear according to this judges opinion Judge Nancy Gill also violated civil procedure in this case by not checking for proper service. The enforcement notice was also a violation of due process according to Judge MacElree. This case started because the individual asked about the former borough manager car accident in which no investigation was made. There is a copy of the repair order from Town Service center. The borough vehicle was crashed outside of the borough limits which if anyone else was injured it would have been a bigger lawsuit that what you just read. The judicial conduct board investigates complaints against district judges, and the disciplinary board of the Pennsylvania Supreme Court investigate attorney’s who violate their code of conduct. You can file these complaints easily online or by mail anonymously. This is just in my opinion, and I’m not suggesting you do it unless you feel it is necessary.

Hello Mel, you are correct. The current situation seems to be more a condition of doing nothing than intentionally engaging in voter stuffing. Voters filed a complaint in 1997. Hello Mel, you are correct. The current situation seems to be more a condition of doing nothing than intentionally engaging in voter stuffing. Voters filed a complaint in 1997. The court ordered a Three Region system in 1999 based on the 1990 census. Over the next twenty years, as populations changed, the District simply did nothing. I suspect back in 1990, Parkesburg had a much larger population as a percentage of the Octroara Area, then came the housing boom which ran from the late 1990s to late 2000s.
