State Rep. Paul Friel Endorses Governor Shapiro’s Bold Budget Plan

POTTSTOWN, PA — State Rep. Paul Friel, D-Chester, has given a ringing endorsement to Governor Josh Shapiro’s 2024-25 budget proposal, describing it as a “fundamentally sound” plan that promises significant investments in public education and an overhaul of state college funding.

In a statement issued following the governor’s budget address on February 6, Friel lauded the budget for addressing funding inequities in education and reducing the burden on school districts to hike local property taxes.

“Governor Shapiro’s proposal is a serious game-changer for Pennsylvania students,” said Friel. “By capping tuition at $1,000 per semester for families earning less than $75,000 annually, we are making college more affordable and accessible.”

The budget proposal, totaling an estimated $48.3 billion, prioritizes economic development and higher education. It aims to create more opportunities for Pennsylvanians and deliver tangible solutions to some of the most pressing issues they face.

Friel also highlighted the broader impact of the proposed budget beyond education. Investments are planned for small businesses, agriculture, families, and community services. These initiatives, Friel believes, offer a strong foundation for the upcoming legislative session.

“I am optimistic,” Friel added. “There is a lot to like and to fight for in this budget.”

One of the key proposals is a boost in state funding for mass transit. LANTA, providing transit services to about 3.4 million riders annually in Lehigh, Northampton, and Carbon counties, is expected to see a funding increase of about $6 million.

In addition, Governor Shapiro is advocating for a minimum wage hike, a move likely to be welcomed by many Pennsylvanians.

While the budget proposal is ambitious, it remains fiscally responsible. It maintains a balanced budget without raising taxes and, if all initiatives are funded, Pennsylvania will still have an $11 billion surplus by the end of FY2024-25.
