HARRISBURG, PA — Authorities have announced the disbanding of a fentanyl trafficking network based in Philadelphia, with arrests of seven individuals and the seizure of drugs valued at over $6 million. The operation, led by Pennsylvania Attorney General Dave Sunday and involving multiple law enforcement agencies, marks a significant blow to one of the region’s major sources of fentanyl.

The arrests took place earlier this week during the execution of multiple vehicle stops and search warrants on North Franklin Street in Philadelphia. According to officials, agents discovered an active fentanyl-packaging operation in progress.

During the raid, some individuals reportedly attempted to destroy evidence by discarding fentanyl into a sink, causing airborne exposure to officers. Several officers experienced symptoms of ingestion but were treated and later released.

Arrest Details and Seized Narcotics

Seven individuals were arrested at the scene and charged with offenses including corrupt organizations and possession with intent to deliver. Officials identified the suspects as Francisco Quesada, 40; Juan Fransella, 36; Rony Molina-Rodriquez, 29; Alexander Rodriquez Crouset, 38; Victor Jose Herrera Castillo, 33; Alexi Queada Herrera, 44; and Juan Ortiz, 37.

Authorities seized approximately 41 pounds of fentanyl and the cutting agent xylazine, with an estimated street value of $6.2 million. The operation also uncovered $185,000 in suspected trafficking proceeds. Investigators estimate that the drugs could have been processed into at least 200,000 doses, primarily intended for distribution in the Pittsburgh area.

Collaborative Efforts Lauded

The investigation was a collaborative effort involving Homeland Security Investigations (HSI), the Philadelphia Police Department, Pennsylvania State Police, the Philadelphia Sheriff’s Office, and the Office of Attorney General.

“These arrests and seizures undoubtedly saved lives,” said Attorney General Dave Sunday. “The exceptional work by our law enforcement partners ensures this network will no longer profit from distributing this poison into our communities.”

HSI Philadelphia Special Agent in Charge Edward V. Owens emphasized the importance of the multi-agency collaboration, stating, “This operation demonstrates the strength of unified law enforcement in combating the devastating impact of fentanyl on our communities.”

Philadelphia Police Commissioner Kevin J. Bethel praised the decisive actions of the officers involved, highlighting their bravery and professionalism in confronting such a hazardous operation. “This collaboration is a testament to the relentless commitment of law enforcement to safeguard our citizens,” he said.

Ongoing Investigation

The investigation, which targeted the large-scale production and distribution of fentanyl, remains active as officials work to identify additional actors connected to the operation.

The cases are being prosecuted by the Attorney General’s Drug Strike Force Section.

All defendants are presumed innocent unless and until proven guilty in a court of law.
