WILMINGTON, DE — Wilmington Police have announced charges against two men following an investigation into the alleged illegal operation of off-highway vehicles. The incident took place on June 6, 2025, in the 200 block of East 14th Street.
At approximately 7:53 a.m., officers from the Special Operations Division Traffic Unit seized two off-highway vehicles and charged 20-year-old Rahmir Muhammed and 18-year-old Ricardo Sullivan with multiple violations related to the operation of the vehicles.
Authorities reminded the public that off-highway vehicles, including dirt bikes and ATVs, cannot legally be operated on Wilmington streets, sidewalks, or parks. Violations are punishable under both the Wilmington City Code and Delaware Criminal Code and may result in significant fines. Additionally, any off-highway vehicles within Wilmington must be registered through the Division of Motor Vehicles and equipped with an immobilization device, such as a wheel lock.
All charges remain allegations, and the defendants are presumed innocent until proven guilty in a court of law.
