WILMINGTON, DE — Wilmington Police Department said officers arrested a Wilmington man Tuesday following a drug investigation near Pleasant and Chestnut streets.
According to investigators, members of the Drug, Organized Crime and Vice Division were conducting an investigation into alleged drug activity in the area at about 3:25 p.m. Wednesday, May 13, 2026.
Police said officers allegedly observed Shamar Foster, 25, engaged in drug activity before taking him into custody without incident.
Investigators said officers allegedly recovered 5.17 grams of crack cocaine.
Foster was charged with possession of a controlled substance with intent to deliver in Tier 2 quantity and possession of a controlled substance in Tier 1 quantity.
According to police, Foster was arraigned in New Castle County Court of Common Pleas and committed to the Howard R. Young Correctional Institution on $12,000 cash-only bail.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
