Warrant Issued After Megan’s Law Compliance Failure

KENNETT SQUARE, PA — Police are seeking a man after a warrant was issued Tuesday in connection with an alleged failure to comply with Pennsylvania’s sexual offender registration requirements.

According to the Kennett Square Police Department, an arrest warrant was issued April 7 for 46-year-old Humberto Luna-Lopez following an investigation into alleged noncompliance with Megan’s Law requirements.

Police reported that at approximately 1:50 p.m. on March 30, authorities received notification from Pennsylvania’s Megan’s Law unit indicating that Luna-Lopez was allegedly out of compliance.

According to investigators, Luna-Lopez was required to complete a verification between March 15 and March 24, but failed to appear. Authorities said his last recorded verification occurred in October 2025.

Police reported that, following consultation with the Assistant District Attorney, charges were filed April 3 in District Court 15-3-04 under docket number MJ-15304-CR-0000076-2026.

Luna-Lopez has been charged with failure to comply with sexual offender registration requirements and failure to verify address or be photographed as required, according to authorities.

Police described Luna-Lopez as a Hispanic male, 5 feet 8 inches tall, weighing approximately 180 pounds, with brown hair and brown eyes.
