WILMINGTON, DE — A Wilmington man has been charged with multiple felony offenses following an investigation into the alleged sexual assault of a juvenile, according to the New Castle County Division of Police.
Police reported that detectives investigated allegations involving a 16-year-old male victim in the unit block of South Cannon Drive.
According to investigators, 46-year-old Todd Hill was employed as a manager at Kids First Swim School in Aston, Pennsylvania, where the victim worked as a lifeguard.
Detectives allege that the victim stayed overnight at Hill’s residence on multiple occasions and that unlawful sexual contact occurred during those visits. Investigators also reported reviewing text message exchanges between Hill and the victim and determined that Hill traveled to Mexico with the victim in January 2026.
Following the investigation, detectives obtained an arrest warrant for Hill. Members of the department’s Fugitive Apprehension and Surveillance Team located Hill at his residence on June 16 and took him into custody without incident, according to police.
Hill was charged with six counts of unlawful sexual contact in the second degree and one count of enticement for purposes of sexual conduct.
Court records show Hill was arraigned in Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution after failing to post $21,000 secured bail.
