Norristown Man Accused of Selling Fake Federal IDs

PHILADELPHIA, PA — A 42-year-old Norristown man faces federal charges accusing him of transferring fraudulent identification documents that appeared to have been issued by the U.S. government.

Laboriel Serrano Fernandez, also known as Ivan Serrano, was arrested and charged by indictment with four counts of transferring unlawful identification documents, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.

Federal prosecutors identified Serrano Fernandez as a Mexican national who allegedly entered the United States illegally and has been residing in Norristown.

According to the indictment, Serrano Fernandez allegedly transferred false identification documents on multiple dates earlier this year. Prosecutors allege the documents appeared to have been issued under U.S. government authority and that Serrano Fernandez knew they had been produced without lawful authority.

Serrano Fernandez made his initial appearance in federal court before U.S. Magistrate Judge Elizabeth L. Toplin, according to prosecutors.

If convicted, Serrano Fernandez faces a maximum possible sentence of 60 years in prison.

Homeland Security Investigations investigated the case. Assistant U.S. Attorneys Eileen Castilla Geiger and Erin Fountaine are prosecuting it.
