Infant Found in Car During Alleged Cable Theft Investigation

UPPER CHICHESTER TWP., PA — An infant was found inside a vehicle during an early morning investigation into suspected cable wire tampering, police said.

According to Upper Chichester Township Police, Officer Adam J. Biondi responded at approximately 2:19 a.m. March 30 to a report of two suspicious vehicles tampering with cable wires in the 3100 block of Meetinghouse Road.

Police reported that upon arrival, Biondi located a maroon Chrysler 300 with cable wire protruding from the open trunk and hand saws visible on the passenger seats. Authorities said the vehicle was secured and towed to police headquarters pending a search warrant.

According to investigators, a second vehicle, identified as a Jeep Liberty, was stopped by Aston Police and was occupied by Angelina Williams and Ray Gibase. Police said a saw blade was located under the passenger seat during that stop, and both individuals were released at the scene.

While inspecting the Chrysler at police headquarters, Biondi observed what appeared to be a baby car seat covered with a blanket, according to police. Investigators said he then noticed movement and discovered an infant inside the vehicle.

Police reported officers immediately entered the vehicle, confirmed the infant was unharmed, and found the child sleeping. The infant was removed and transported by Boothwyn EMS to a local hospital for evaluation.

According to police, further investigation determined that Williams, identified as the child’s mother, was allegedly involved in the cable wire tampering incident. Authorities said she was later taken into custody and charged with theft by unlawful taking, endangering the welfare of children, theft of secondary metal, receiving stolen property, criminal mischief, criminal conspiracy, and possession of an instrument of crime.

Police said Joseph Daniels and Ray Gibase have also been identified as defendants in the investigation and are currently wanted. Authorities reported both are facing the same charges.

Anyone with information on the whereabouts of Daniels or Gibase is asked to call 911.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
