Four Men Sentenced for Illegal Reentry After Prior Deportations

PHILADELPHIA, PA — Four men previously deported from the United States received federal prison sentences ranging from time served to 18 months in September after separately pleading guilty to illegal reentry, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.

Rafael Morales-Osoria, 42, a Dominican national also known as Victor Gonzalez-Rodriguez and Melvin Veras-Medina, received the longest sentence: 18 months in prison followed by three years of supervised release.

Morales-Osoria had previously been removed from the United States in July 2015, August 2017 and August 2020. Immigration and Customs Enforcement took him into custody in May 2025 after authorities learned he had been arrested in Philadelphia in connection with a suspected transaction involving drug proceeds.

He was indicted on an illegal reentry charge in August 2025 and pleaded guilty in January. U.S. District Judge Timothy J. Savage imposed the sentence.

Cesar Sandino Tejada-Acosta, 55, a Dominican national also known as Ceasar Almonte and Miguel Fernandez, was sentenced by U.S. District Judge Paul S. Diamond to 15 months in prison and three years of supervised release.

Tejada-Acosta had been removed from the United States in September 2009 after serving a 135-month federal prison term for his role in an armed robbery. Authorities found him in the country again in February 2025, when he was charged with operating a “chop shop” in Philadelphia.

ICE arrested Tejada-Acosta in March. He was indicted for illegal reentry in April and pleaded guilty in June.

Luis Toribio-Cantor, 38, a Mexican national, received a 10-month prison sentence from U.S. District Judge Joshua D. Wolson.

Toribio-Cantor had previously been removed from the United States five times, beginning in 2010. His removals included those following federal convictions for illegal entry in Arizona and illegal reentry in New Mexico and Texas.

ICE arrested him again in April after learning he had returned to the country. He was charged by information in June and pleaded guilty that month after waiving indictment.

Angel David Julian-Mendez, 45, a Guatemalan national also known as Angel Julian, was sentenced by U.S. District Judge Karen Spencer Marston to time served, approximately six months.

Julian-Mendez had previously been removed from the United States twice in 2009. ICE arrested him in March, and he was indicted for illegal reentry in April before pleading guilty in September.

Federal authorities stated that all four men will be removed from the United States after completing their sentences.

ICE Enforcement and Removal Operations investigated the cases. Assistant U.S. Attorneys Lindsey Mills, Josh Davison, Nicholas DiMarco and Martin E. Howley Jr. prosecuted them.
