HARRISBURG, PA — A former Pennsylvania Department of Transportation employee faces four felony charges after state investigators alleged she diverted more than $33,000 in taxpayer funds through fraudulent purchase orders and overcharges on a department-issued purchasing card.
The Pennsylvania Attorney General’s Office identified the defendant as Tracy Touzalin, 55, of Dingmans Ferry. She was charged Wednesday with felony theft by deception and three related felony offenses stemming from conduct investigators allege occurred between 2023 and 2025 while she worked as a PennDOT Roadway Programs Technician in Pike County.
According to investigators, Touzalin allegedly created fraudulent purchase orders that enabled her to overcharge a PennDOT-issued Purchase Order Card.
The Attorney General’s Office reported that between June 2023 and March 2025, Touzalin charged PennDOT a total of $57,920 for purported janitorial services.
Investigators determined that only $24,470 of that amount was actually paid to cleaners. Authorities allege Touzalin deposited the remaining $33,450 into her personal bank account.
The Office of Attorney General accepted the matter following a referral from the Pennsylvania Office of General Counsel.
Touzalin was arraigned Wednesday morning and released on her own recognizance, according to the Attorney General’s Office.
Deputy Attorney General Andrew Biggins is prosecuting the case.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
