HARRISBURG, PA — A former Donegal Insurance claims adjuster faces felony racketeering and fraud charges after Pennsylvania investigators alleged he diverted nearly $950,000 from the Lancaster County insurer to a company he controlled, exposing a potential vulnerability in insurance claims payment procedures.

Pennsylvania Attorney General Dave Sunday identified the defendant as Glenn Allen Johnson of Indiana, who allegedly used his position at Donegal Insurance to authorize a fraudulent payment to Elite Injury Representatives LLC, a business he established to resemble a law firm.

Johnson and Elite Injury Representatives were charged with corrupt organizations, dealing in proceeds of unlawful activities, theft by deception, insurance fraud, and forgery following a presentment by the 55th Statewide Investigating Grand Jury.

According to investigators, Johnson worked as a claims adjuster for Donegal during 2024 and 2025, when he allegedly created Elite Injury Representatives and used his access to an accident claim to insert fabricated documentation into the insurer’s records.

The allegedly fraudulent materials included medical records and notes describing conversations between Johnson and a purported injured claimant.

Investigators allege Johnson also prepared a demand letter seeking payment on behalf of the claimant, with Elite Injury Representatives presented as the law firm handling the matter.

Based on the documentation in the claims file and the subsequent demand letter, Donegal issued a payment of $949,639.54 to Elite Injury Representatives, according to the Attorney General’s Office.

The charges allege Johnson used his position within the insurer to facilitate the payment to his own business.

Sunday said fraudulent insurance claims can have financial consequences beyond the companies directly affected.

“This kind of criminal conduct is theft and fraud that leads to higher insurance premiums for law-abiding citizens,” Sunday said.

Johnson was arrested last week in Indiana and is awaiting extradition to Pennsylvania to face the charges.

Senior Deputy Attorney General Kristyne Crist of the Insurance Fraud Section will prosecute the case.

Johnson and Elite Injury Representatives are presumed innocent unless and until proven guilty in court.
