PHILADELPHIA, PA — Five Pennsylvania residents who are lawful permanent residents but not U.S. citizens face federal charges for allegedly voting illegally or submitting fraudulent voter registration information, including an Atglen man accused of casting ballots in four elections between 2022 and 2026.
The defendants were charged this week in separate federal cases involving alleged violations of voting laws, according to U.S. Attorney David Metcalf of the Eastern District of Pennsylvania.
Gavin Moir, 55, of Atglen, Chester County, faces four counts of voting by an alien. Federal prosecutors allege that Moir, a Canadian citizen and lawful permanent U.S. resident, voted in the 2022 and 2024 general elections and the 2022 and 2026 primary elections despite being ineligible.
Moir was charged by criminal information and faces a maximum possible sentence of four years in prison, a fine or both if convicted.
Rosanny Fabre Villa, 28, of Reading, Berks County, was arrested and charged by indictment with making a false claim of U.S. citizenship to register to vote.
According to the indictment, Villa, a citizen of the Dominican Republic and lawful permanent U.S. resident, allegedly submitted a voter registration application in Berks County on or about March 3, 2026, falsely claiming to be a U.S. citizen.
Prosecutors allege that Villa knew the citizenship declaration was false when she submitted the application. She faces a maximum possible sentence of five years in prison, a fine or both if convicted.
Three additional defendants face separate charges of voting by an alien in connection with the 2024 general election.
Antonio Lyttle, 68, of Philadelphia, a Jamaican citizen and lawful permanent U.S. resident, allegedly voted in that election despite being ineligible.
Widarto, 56, also of Philadelphia, is an Indonesian citizen and lawful permanent U.S. resident accused of voting in the same election.
Eija Annikki Yaroma, 66, of Doylestown, Bucks County, a Finnish citizen and lawful permanent U.S. resident, faces an identical charge stemming from alleged voting in the 2024 general election.
Lyttle, Widarto and Yaroma were each charged by criminal information. If convicted, each faces a maximum possible sentence of one year in prison, a fine or both.
Federal and Pennsylvania laws prohibit noncitizens, including lawful permanent residents, from voting in federal and state elections.
The charges against the five defendants involve separate allegations of illegal voting or fraudulent registration. Prosecutors did not allege that the defendants acted together.
Homeland Security Investigations conducted the investigations.
All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
