Delaware Drug Probe Ends With Troubling Fentanyl Seizure

NEW CASTLE, DE — Two men are facing felony drug charges after New Castle County detectives allegedly recovered fentanyl and crack cocaine during a traffic stop tied to a months-long narcotics investigation, according to the New Castle County Division of Police.

Investigators said detectives with the department’s Drug and Human Trafficking Investigations Team began investigating 45-year-old William Comer in April 2026 after receiving information that he was allegedly distributing fentanyl throughout New Castle County.

According to police, detectives later developed information indicating Comer was residing in Elkton, Maryland. Authorities said the investigation expanded across state lines, prompting coordination with the Cecil County Drug Task Force.

Police reported that detectives conducted a traffic stop involving Comer and 45-year-old Richard Harrigan, of Wilmington, on Thursday, May 21.

According to investigators, detectives allegedly recovered more than 28 grams of crack cocaine, approximately 2.5 grams of raw fentanyl, and 11 bags containing suspected fentanyl during the stop.

Comer and Harrigan were each charged with one felony count of possession with intent to deliver a controlled substance — Tier 3, one felony count of possession with intent to deliver a controlled substance — Tier 2, one felony count of second-degree conspiracy, and one misdemeanor count of possession of drug paraphernalia.

Police said both men were arraigned at Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution after failing to post $82,200 cash bail.

All suspects, arrestees, and defendants are presumed innocent until proven guilty in a court of law.
