Philadelphia Woman Arrested on Felony Shoplifting Charges at Wilmington Ulta Beauty

WILMINGTON, DE — Delaware State Police have taken Roslyn Washington, a 43-year-old resident of Philadelphia, Pennsylvania, into custody on charges of felony shoplifting. The arrest occurred Tuesday morning at an Ulta Beauty store in Wilmington, shedding light on the challenges retailers face with repeat offenders.

The incident unfolded on March 19, 2024, around 10:43 a.m., when police were alerted to a suspected shoplifting event at the Ulta Beauty located at 4803 Concord Pike. Store employees, already familiar with the suspect from previous incidents not only in Delaware but also in Maryland, Pennsylvania, and New Jersey, provided a description of a black female dressed in black pants and a black puffy jacket.

A responding trooper spotted a woman matching the description exiting the Ulta Beauty store. Upon engaging with her, the trooper noticed several conspicuous bulges under her clothing. Identified as Washington, the suspect revealed over 50 items concealed under her attire when questioned about the bulges. The merchandise, valued at over $2,000, was subsequently recovered and returned to the store.

Following her arrest, Washington was transported to Troop 1 for processing. She faces charges of organized retail theft and shoplifting over $1,500, both classified as felonies. After arraignment by Justice of the Peace Court 2, she was committed to the Delores J. Baylor Women’s Correctional Institution on a $5,000 secured bond.

This case brings to the forefront the issue of organized retail theft and its impact on businesses and communities. As retailers grapple with losses stemming from such crimes, law enforcement agencies are increasingly vigilant in their efforts to apprehend those responsible.
