PHILADELPHIA, PA — Drivers in Northeast Philadelphia should prepare for daytime and overnight restrictions beginning Monday, August 24, as construction affects the Castor Avenue ramp to northbound I-95, southbound I-95 and Venango Street under PennDOT’s $311 million I-95/AF3 reconstruction project.

From Monday, August 24, through Friday, August 28, a lane closure will be in place on the ramp from Castor Avenue to northbound I-95 from 6:00 AM to 4:00 PM.
Southbound I-95 will face a longer stretch of overnight restrictions. From Monday, August 24, through Friday, September 4, a weeknight lane closure will be in place between the Allegheny/Castor and Betsy Ross Bridge interchanges from 9:00 PM until 6:00 AM the following morning for drainage installation.
Venango Street will also see weekday restrictions from August 24 through September 4. Periodic lane closures with flagging are planned between Bath Street and Allen Street from 6:00 AM to 4:00 PM while crews install overhead shielding.
Drivers should expect possible backups and delays around all three work areas. Plan extra time or seek alternate routes when practical, particularly where daytime work overlaps with normal commuting periods.
The construction is part of PennDOT’s $311 million I-95/AF3 project to reconstruct and widen 1.3 miles of I-95 in both directions between Tioga Street and Wheatsheaf Lane.
All scheduled activities are weather dependent and may be postponed or rescheduled.
