I-95 Construction Brings Frustrating Closures to Northeast Philly

PHILADELPHIA, PA — Drivers traveling through Northeast Philadelphia face another round of ramp closures, overnight street shutdowns and daytime lane restrictions through Friday, Oct. 16, as PennDOT continues bridge demolition and highway reconstruction along Interstate 95.

The restrictions are part of PennDOT’s $311 million I-95/AF3 project, which involves reconstructing and widening 1.3 miles of I-95 between Tioga Street and Wheatsheaf Lane.

Castor Avenue Ramp Closure and Detour

Through 5 a.m. Monday, Oct. 12, the ramp from Castor Avenue to northbound I-95 will remain closed for bridge demolition.

Drivers traveling on Castor Avenue who need to reach I-95 North will be directed north on Aramingo Avenue, then left onto Adams Avenue to access the northbound I-95 entrance ramp at the Betsy Ross Bridge Interchange.

Motorists traveling on Delaware Avenue will be directed east on East Venango Street, right onto Balfour Avenue and left onto Castor Avenue. From there, they will follow the detour using Aramingo Avenue and Adams Avenue to reach I-95 North.

Overnight Castor Avenue and Venango Street Closures

Additional overnight restrictions will begin Monday, Oct. 12, and continue through Friday, Oct. 16, from 9 p.m. to 5 a.m. the following morning.

Castor Avenue, including its ramp to northbound I-95, will close between Richmond Street and Delaware Avenue for bridge demolition.

Drivers will be detoured along Delaware Avenue, Venango Street and Richmond Street to travel around the closure.

During the same overnight hours, Venango Street will close between Allen Street and Bath Street.

PennDOT said motorists will follow a posted detour around the Venango Street closure but did not identify the specific streets included in that route.

Both overnight closures are scheduled to conclude Saturday morning, Oct. 17.

Daytime Restrictions on Wheatsheaf Lane

Separate daytime construction restrictions will affect Wheatsheaf Lane between Thompson Street and Richmond Street from Monday, Oct. 12, through Friday, Oct. 16.

Alternating eastbound and westbound lane closures will occur daily from 6 a.m. to 4 p.m.

Drivers traveling in either direction should prepare for reduced roadway capacity and possible delays as construction crews work along the corridor.

Major I-95 Reconstruction Continues

The restrictions support the $311 million I-95/AF3 project to reconstruct and widen the interstate between Tioga Street and Wheatsheaf Lane.

Bridge demolition and related construction activities are requiring temporary changes to traffic patterns on surrounding streets and access ramps.

PennDOT warned that backups and delays will occur near the work areas. Drivers should allow extra travel time, follow posted detours and consider alternate routes when practical.

All scheduled construction activities are weather dependent and may be adjusted if conditions prevent crews from completing the work.
