READING, PA — Houston remained the nation’s top moving destination for a fifth consecutive year in 2025, underscoring the continued shift of Americans toward lower-cost Sun Belt cities as affordability and lifestyle increasingly outweigh job location in relocation decisions, according to Penske Truck Rental data.
The company’s annual Top Moving Destinations report, based on one-way consumer truck rentals, showed Southern metros continued dominating migration patterns, with Texas claiming four of the top 10 spots and Florida adding two more.
Atlanta and San Antonio followed Houston in the rankings, while Phoenix returned to the top 10 for the first time since 2021, replacing Chicago.
Penske’s accompanying “Settling In” consumer survey found Americans are increasingly relocating for personal and financial reasons rather than traditional career opportunities.
Forty-one percent of respondents cited seeking a “fresh start” as a primary motivation for moving, while 32% pointed to lower living costs.
When asked where they would move if finances were not a concern, respondents ranked weather and proximity to family ahead of economic considerations.
“The consistency of these rankings year after year suggests that movers have identified cities delivering what they actually want: affordability, community, cultural vibrancy, and opportunity for fresh starts,” Penske Senior Vice President of Rental Kevin Malloy stated.
The survey also highlighted a widening generational divide in mobility patterns.
Forty-five percent of Generation Z respondents reported relocating within the past five years, compared with 19% among Baby Boomers and older respondents.
Younger movers were significantly more likely to prioritize cities aligned with personal values and lifestyle preferences, while older respondents placed greater emphasis on living closer to family.
The findings also pointed to the growing influence of digital culture on migration decisions, with 56% of respondents reporting that social media shapes perceptions of cities and relocation destinations.
At the same time, respondents expressed competing priorities, seeking both vibrant entertainment access and quieter, slower-paced communities.
