PHILADELPHIA, PA — BLOCS has added retired SEI Investments technology chief John Steinmetz to its board as the Pennsylvania scholarship organization manages a sharp expansion that has more than doubled the number of students it serves over the past two years.
BLOCS now provides need-based scholarship support to more than 43,000 students at 584 schools statewide, up from roughly 17,000 students two years ago.
Steinmetz retired as chief technology officer of SEI Investments and previously worked at PECO Energy. The Oaks resident brings technology, operations and enterprise-management experience to the board as BLOCS scales its scholarship operations.
“John’s expertise in enterprise strategy and operations comes at a critical moment for BLOCS,” board Chairman Matt McFillin said, citing the organization’s growth to 43,000 students.
BLOCS distributes scholarships financed through Pennsylvania’s Educational Improvement Tax Credit and Opportunity Scholarship Tax Credit programs.
Under EITC, businesses and individuals can receive state tax credits for contributions to approved scholarship and educational organizations, directing money toward participating schools and programs.
The program was established in 2001 under then-Gov. Tom Ridge and marks its 25th anniversary in 2026.
Chief Executive Officer Rob Delany said Steinmetz’s operational background would help BLOCS manage its continuing expansion.
