KING OF PRUSSIA, PA — BLOCS is replacing its varied administrative allocation arrangements with a uniform 3% contribution to its Mission Fund, reducing fees for hundreds of Pennsylvania schools while standardizing how the nonprofit finances emergency scholarships, targeted grants and operating expenses.
The King of Prussia-based scholarship organization said the change applies to all contributions made through Pennsylvania’s Educational Improvement Tax Credit program, which provides tax credits to businesses supporting eligible educational organizations.
The new allocation replaces arrangements that differed among participating schools, establishing a consistent funding structure across BLOCS’ statewide network of more than 580 partner schools.
The Mission Fund supports two programs available to participating schools: an Emergency Scholarship Fund and a grant program directing Educational Improvement Tax Credit contributions toward schools and student populations demonstrating substantial financial need.
The emergency program provides tuition assistance to families experiencing unexpected financial hardship, including illness, disability, death or employment disruptions.
BLOCS has expanded eligibility for emergency assistance to all schools qualifying under the EDS designation and schools that previously received EDS support.
The Mission Fund also covers organizational operating expenses when necessary.
BLOCS said more than 99 cents of every dollar raised has supported need-based scholarships for three consecutive years, a measure the organization cited in explaining its financial management.
“For the third year in a row, more than 99 cents of every dollar raised through BLOCS has funded need-based scholarships,” Chief Executive Officer Rob Delany said.
The organization administers scholarships through Pennsylvania’s Educational Improvement Tax Credit and Opportunity Scholarship Tax Credit programs, which use business tax incentives to support educational assistance.
BLOCS partners with more than 580 schools across Pennsylvania and provides more than 43,000 need-based scholarships for students from prekindergarten through 12th grade.
The revised allocation structure establishes a single contribution rate for participating schools while maintaining funding for emergency tuition assistance and grants directed toward students with demonstrated financial need.
