NEWARK, DE — Artesian Resources Corporation (Nasdaq: ARTNA) has reorganized its senior management responsibilities across technology, administration, water operations and engineering, consolidating oversight of critical utility functions as the Delaware-based company expands its water and wastewater infrastructure.
The changes include the appointment of Raymond T. Kelly as chief information officer, Pierre A. Anderson as chief administrative officer, Deirdre S. Smith as vice president of operations and planning, and Daniel W. Konstanski as vice president and chief engineer.
The restructuring shifts responsibility for information technology and cybersecurity to Kelly while moving Anderson, the company’s former chief information officer, into an expanded administrative position overseeing workforce management, safety, security and facilities.
Artesian said the changes are intended to improve coordination among departments responsible for infrastructure investment, system reliability, regulatory compliance and operational security.
Kelly, a certified public accountant, will oversee the company’s information technology organization, including enterprise systems, operational technology and cybersecurity.
His responsibilities encompass business applications, data analytics, process automation and the technology infrastructure supporting Artesian’s water and wastewater facilities.
Kelly joined Artesian in 2013 as manager of business applications, became director of information technology in 2016 and was promoted to vice president of information technology in 2022.
Before joining the utility, he worked as a manager at PricewaterhouseCoopers. He holds degrees from Lehigh University and professional credentials as a certified public accountant and certified information systems auditor.
Anderson’s appointment as chief administrative officer places human resources, corporate safety, physical security, vehicle maintenance and facilities management under his supervision.
The expanded position gives Anderson responsibility for workforce development, employee engagement, organizational policies and administrative operations supporting the company’s utility businesses.
Anderson joined Artesian in 2006 as manager of information technology and subsequently held several senior technology positions, including chief information officer and senior vice president.
Before joining Artesian, he held technology leadership roles at Christina School District and MBNA America.
He holds a bachelor’s degree from Delaware State University, along with an MBA and a master’s degree in information systems from the University of Delaware.
Anderson also serves as board chair of Easterseals of Delaware & Maryland’s Eastern Shore and holds positions with the Delaware Economic and Financial Advisory Council and the Delaware State Chamber of Commerce.
Smith’s promotion to vice president of operations and planning combines responsibility for water system operations with infrastructure planning and development.
She will oversee the operation and maintenance of Artesian’s water supply and distribution infrastructure, along with planning for system reliability, capital improvements and future demand.
Her responsibilities include long-term water system planning, water main replacement, highway relocation projects, subdivision development and other water and wastewater infrastructure initiatives.
Smith joined Artesian in 2025 as director of planning after more than 35 years in engineering, operations and business management.
She previously served as vice president and MidAtlantic area leader at Verdantas and as a partner and chief operating officer at Duffield Associates.
Smith holds bachelor’s and master’s degrees in civil engineering from the University of Delaware.
She also serves on Delaware’s Water Infrastructure Advisory Council, is president of the Committee of 100 and sits on the board of Family Promise of Northern New Castle County.
Konstanski’s appointment as vice president and chief engineer expands his oversight of engineering and technical functions supporting Artesian’s water and wastewater systems.
His responsibilities include infrastructure design, construction, replacement and expansion, as well as ensuring engineering projects satisfy regulatory requirements.
The company’s engineering activities include developing additional water supplies, implementing treatment technologies for emerging contaminants and supporting wastewater system growth.
Konstanski joined Artesian in 2014 as a senior engineer after more than nine years of experience in the water and wastewater industry.
He became manager of engineering in 2019 and vice president of engineering in 2022.
The addition of the chief engineer title formalizes his broader responsibility for the company’s engineering operations and technical initiatives.
Artesian President and Chief Executive Officer Nicki Taylor said the management changes are intended to strengthen coordination across the company’s operating divisions.
“This structure allows us to build on their individual strengths while enhancing coordination across critical areas of our business and maintaining our focus on providing safe, reliable and responsive service to our customers and communities,” Taylor said.
The appointments establish a management structure that separates oversight of enterprise technology, corporate administration, utility operations and engineering while aligning those functions with Artesian’s infrastructure and growth priorities.
