Pennsylvania Gaming Smashes Records as December Surge Caps Historic 2025

HARRISBURG, PA — Pennsylvania’s gaming industry closed 2025 with a thunderous finish, posting record-setting annual revenue and a blockbuster December that pushed statewide gambling totals to new highs, according to the Pennsylvania Gaming Control Board.

The board reported that all forms of regulated gaming generated record revenue in 2025, producing nearly $3.0 billion in tax revenue and fees for the Commonwealth, cementing gaming’s role as one of Pennsylvania’s largest and most reliable revenue engines.

That historic year-end performance was capped by a scorching December, when casinos, online platforms, sports wagering, fantasy contests, and video gaming terminals combined to generate $616.7 million in revenue — a 15.8 percent increase from December 2024. Tax revenue from December play alone totaled $255.8 million.

Online casino gaming once again led the charge, delivering a record $259.7 million in December revenue, up more than 16 percent from a year earlier. Internet slot machines accounted for the largest share of that growth, reflecting the continued shift by players toward digital platforms.

Sports wagering delivered one of the most dramatic year-over-year gains. While the total betting handle dipped to $797.4 million, taxable revenue soared nearly 300 percent to $84.8 million, driven by stronger operator margins and a surge in online betting activity. Valley Forge Casino Resort and Hollywood Casino at the Meadows topped the sportsbook revenue rankings for the month.

Brick-and-mortar casinos posted mixed results. Retail slot machine revenue declined 7.5 percent statewide to $186.8 million, continuing a longer-term trend of softening in-person slot play. Table games, however, edged slightly higher, generating $79.3 million, with several Philadelphia and western Pennsylvania casinos reporting double-digit gains.

Among individual properties, Valley Forge Casino Resort led all facilities in December revenue with $121.8 million, followed closely by Hollywood Casino at Penn National Race Course at $116.5 million. Several smaller and newer casinos also posted sharp percentage gains, highlighting the industry’s increasingly competitive landscape.

Fantasy contests and video gaming terminals contributed modestly to December totals, remaining largely flat from the prior year.

State officials said the record-setting 2025 performance reflects both the maturity of Pennsylvania’s gaming market and the continued expansion of online wagering options. The industry now includes 17 land-based casinos, widespread online casino gaming, retail and mobile sports betting, and video gaming terminals at qualified truck stops.

With another year of record revenue in the books and digital gaming continuing to accelerate, Pennsylvania enters 2026 with its gaming industry firmly entrenched as a cornerstone of the state’s economy and public finances.
