WEST POINT, PA — Merck (NYSE: MRK) plans to invest $2.9 billion in expanding its pharmaceutical research and manufacturing operations in Montgomery County by the end of 2030, backed by $5 million in Pennsylvania state funding as the drugmaker increases its capacity to develop and produce medicines and vaccines.

Gov. Josh Shapiro and Pennsylvania Department of Community and Economic Development Secretary Rick Siger disclosed the investment Wednesday, October 14, during a visit to Merck’s West Point campus, where officials participated in a ribbon-cutting ceremony for a new research facility.

The investment includes $550 million for Merck’s ADVANCE facility at West Point and the nearby Springhouse Innovation Park research and development facility.

ADVANCE incorporates robotics and artificial intelligence into pharmaceutical research and development, adding technological capabilities to Merck’s existing operations in southeastern Pennsylvania.

The state offered Merck a $5 million Redevelopment Assistance Capital Program grant to support the initial West Point projects.

The expansion will strengthen Merck’s manufacturing and research operations in Montgomery County, where the company’s West Point campus already produces more than 200 million vaccine doses annually.

The investment represents a significant commitment to Pennsylvania’s pharmaceutical manufacturing sector, which has attracted expansion projects from several major drugmakers.

“My Administration has made life sciences a key part of our economic development strategy here in Pennsylvania,” Shapiro said, describing Merck’s investment as part of the state’s efforts to attract pharmaceutical research and manufacturing operations.

Merck Chairman and Chief Executive Officer Rob Davis said the ADVANCE facility will support the company’s clinical development activities and its efforts to develop new medicines.

“This builds on our longstanding presence in Pennsylvania where we’re proud to invest in the people, communities and scientific capabilities that will help drive the next generation of medicines,” Davis said.

The Montgomery County expansion comes as Pennsylvania seeks to increase its share of investment in pharmaceutical manufacturing, biotechnology and medical research.

The state’s life sciences industry includes approximately 3,900 companies employing more than 110,000 people and directly contributes $73 billion to Pennsylvania’s economy, according to figures released by the Shapiro administration.

Researchers and companies operating in Pennsylvania have secured more than 20,000 life sciences patents over the past five years, ranking the state sixth nationally.

Other pharmaceutical and life sciences companies pursuing Pennsylvania expansions include Johnson & Johnson, Eli Lilly, GSK, B. Braun and Eurofins Lancaster Laboratories.

The state’s economic development strategy also includes $125 million in the 2026-27 budget for Innovate in PA 2.0, a program intended to support life sciences research, workforce development and business expansion.

The initiative includes funding for clinical trial infrastructure, workforce training and collaborative economic development projects involving businesses, universities and other organizations.

DCED Secretary Siger said the state’s financial participation in Merck’s expansion is intended to reinforce Pennsylvania’s position in pharmaceutical manufacturing and research.

“The Commonwealth’s $5 million RACP investment is helping support projects that will strengthen Merck’s operations, advance the development and manufacturing of critical medicines and vaccines,” Siger said.

The Shapiro administration reported that Pennsylvania has attracted more than $43 billion in private-sector investment commitments since the governor took office, associated with nearly 29,000 jobs.

Merck’s latest commitment adds to that investment activity while expanding the company’s established research and vaccine manufacturing presence in Montgomery County.
