IRS Confirms No Changes to Key Tax Forms or Withholding Tables for 2025 Under OBBBA

WASHINGTON, D.C. — The Internal Revenue Service announced that certain payroll and information reporting requirements will remain unchanged for Tax Year 2025 as it phases in provisions of the One Big Beautiful Bill Act (OBBBA).

Form W-2, existing Forms 1099, Form 941, and other payroll-related filings will retain their current format next year. Federal income tax withholding tables will also remain the same, and employers are advised to continue using existing reporting and withholding procedures.

The IRS said the decision aims to prevent disruptions during the upcoming tax season while allowing businesses, payroll providers, and tax professionals time to prepare for more extensive changes in 2026. Updates slated for that year will include new rules for reporting tips and overtime pay, with guidance to be issued in the months ahead.
