FTC Approves Horseracing Integrity and Safety Authority’s Rule Modification Prohibiting Iron Dextran

The Federal Trade Commission (FTC) has recently given the green light to a rule modification proposed by the Horseracing Integrity and Safety Authority. The approved change, which takes effect immediately, adds iron dextran to the list of banned substances in horse racing.

The Horseracing Integrity and Safety Act necessitates that any proposed rules or modifications be submitted to the FTC for approval. The FTC is obligated to approve these submissions if they align with the Act and the FTC’s procedural rules regarding the submission process.

The proposed rule modification was published in the Federal Register on September 25, 2023, allowing the public to provide their comments. As per the Act, the FTC has a 60-day window from the publication date to either approve or disapprove the proposed rule.

With the unanimous vote of 3-0, the Commission Order issued confirms that the proposed rule is in accordance with the Act, and the Authority has adhered to the FTC’s procedural requirements. This decision marks a significant step in the ongoing efforts to ensure the integrity and safety of horseracing, as the industry continues to grapple with doping scandals and animal welfare concerns.
