WEST CHESTER, PA — The Michaels Organization is seeking to extend a 2024 zoning decision covering a proposed 329-apartment redevelopment across from West Chester Borough Hall, a move that could preserve the project’s existing zoning relief and avoid the need to revisit portions of the approval process.
The borough’s Zoning Hearing Board will consider the request October 26 at 6 p.m. at Borough Hall, 401 E. Gay Street, according to a public hearing notice.
The extension concerns a December 11, 2024, decision for 5 N. Adams Street and seven adjoining parcels. The underlying redevelopment proposal calls for approximately 329 apartments in a seven-story building.
The request does not seek approval for a new development. Instead, Michaels is seeking additional time to exercise the zoning relief granted under the earlier decision.
Without an extension, the developer could lose the benefit of that decision and potentially face additional zoning proceedings before advancing the project.
The properties are located in the borough’s Commercial Service District and HO-75 Height Option Overlay District.
The application covers eight parcels identified as 1-5-458, 1-5-445, 1-5-457, 1-5-457.1, 1-5-449, 1-5-449.1, 1-5-452 and 1-5-456.
Michaels submitted the extension request under Section 112-1106 of the borough’s zoning regulations.
The October 26 proceeding will determine whether the developer receives additional time under the existing zoning decision. No ruling on the extension has been reported.
The hearing is open to the public, and interested parties will have an opportunity to address the Zoning Hearing Board.
The extension application is available for public inspection through the borough’s Department of Building, Housing and Code Enforcement at 401 E. Gay Street or online at www.west-chester.com.
An earlier borough engineering review associated with the property is available at https://west-chester.com/DocumentCenter/View/26566/5-N-Adams-Pennoni-ZHB-Rev-Ltr-20240920.
Residents requiring accommodations under the Americans with Disabilities Act should contact the borough at 610-696-1773 at least two days before the hearing.
