Sen. Bob Casey Advocates for Improved Health Care Access with the Helping States Integrate Medicare and Medicaid Act

WASHINGTON, D.C. — In a move set to benefit millions of Americans, U.S. Senator Bob Casey (D-PA), Chairman of the U.S. Senate Special Committee on Aging, this week introduced a bill that could significantly streamline two major healthcare programs. The Helping States Integrate Medicare and Medicaid Act aims to provide funding to states to bridge the gap between Medicare and Medicaid, two complex systems that currently operate independently.

Approximately 12 million Americans qualify for both Medicare, the federal health insurance program primarily for people aged 65 and older, and Medicaid, a state and federal program that assists with medical costs for some low-income people. However, only about 12 percent of these eligible individuals are enrolled in programs that align their coverage. This leaves millions of seniors and people with disabilities navigating these separate systems independently—a daunting task considering the complexity of each program.

The proposed legislation could change this by providing $300 million to states and the Centers for Medicare & Medicaid Services (CMS) to create and advance integrated programs. In addition, it would increase the federal match that states receive for administrative activities related to the implementation of these programs from 50 percent to 80 percent. This would help finance the initial costs of building an infrastructure tailored to the needs and preferences of the local Medicare-Medicaid population.

Sen. Casey emphasized the importance of this bill, stating, “So many older adults and people with disabilities face fragmented systems and roadblocks that prevent them from accessing the support they need. This bill will help Americans who are dually eligible for Medicaid and Medicare navigate those programs and get the health care they deserve.”

The bill’s focus on integration is significant. Currently, the separation between Medicaid and Medicare creates numerous practical challenges for beneficiaries.
