Pennsylvania Representatives Push Bill to Protect State from Federal Funding Cuts

HARRISBURG, PA — Pennsylvania lawmakers Reps. Ryan Bizzarro (D-Erie) and Morgan Cephas (D-Phila.) have announced their plan to introduce the Protect Pennsylvanians Act, a legislative proposal aimed at shielding the state’s residents and resources from federal funding disruptions caused by policy changes in Washington, D.C.

The bill seeks to safeguard a wide range of state beneficiaries, including seniors, veterans, small businesses, farmers, universities, and food banks, from what its authors describe as unlawful overreach by federal authorities. Specifically, the legislation would protect Pennsylvania from financial losses stemming from canceled federal programs. One key example cited is the abrupt termination of the Pennsylvania Local Food Purchasing Assistance (LFPA) Program, which resulted in $13 million in lost funding primarily meant for 189 farms and 14 food banks across the state.

“We can’t sit back and let this happen without a fight,” said Rep. Bizzarro, who represents Erie County’s Fairview and Millcreek townships. “Pennsylvania House Democrats continue to use our majority to protect your health care, economy, and right to vote. This act builds on that work with additional protections for working families who are being hurt by the DOGE disaster in D.C.”

Under the proposed legislation, Pennsylvania would be authorized to temporarily halt payments to the federal government if federal funds designated for the state are unlawfully withheld. The bill would also allow liens to be placed on federal property until the funding shortfalls are addressed.

“This act will increase our effort to protect Pennsylvania taxpayers from the haphazard actions and unlawful abuses at the federal level,” said Rep. Cephas, who represents parts of Philadelphia. “We can’t let Washington promise to fund and invest in health care, services, and Pennsylvania businesses, only to have contracts canceled because of a change in administration and the extremist actions inside the D.C. Beltway.”

The lawmakers expressed further alarm over reports of widespread contract cancellations by the U.S. Department of Veterans Affairs (VA), which have affected over 650 agreements, led to planned workforce reductions, and jeopardized care for veterans. Additionally, controversial reliance on artificial intelligence to make contract decisions has prompted concerns over reliability and accountability.

Rep. Bizzarro, who chairs the House Democratic Policy Committee, highlighted the proposed bill’s alignment with other state initiatives, including efforts to save public school funding. Meanwhile, Rep. Cephas, who serves as majority chairwoman of the House Government Oversight Committee, emphasized her ongoing work to protect maternal health statewide and her commitment to holding federal authorities accountable for their actions.

The Protect Pennsylvanians Act reflects a continued push by House Democrats to safeguard the state’s resources and ensure that critical services remain unaffected by federal policy shifts.
