Heidi Carlson Named Director of Chester County Department of Aging Services

WEST CHESTER, PA — Chester County Commissioners Josh Maxwell, Marian Moskowitz, and Eric Roe have announced the appointment of Heidi Carlson as the new Director of the County’s Department of Aging Services. Carlson, a long-serving advocate for seniors in Chester County, brings more than 35 years of experience to the role.

Carlson began her career with the department in 1988 as a care manager and has steadily advanced, holding numerous supervisory and leadership positions over the decades. Most recently, she served as Deputy Director for 10 years, working closely on programs supporting caregiving, protective services, and overall senior well-being. She succeeds Sandy Murphy, who retired after a decade as department director.

Chester County Chief Executive Officer David Byerman emphasized Carlson’s deep institutional knowledge and steady leadership. “Heidi’s decade-long service as Deputy Director is a testament to her dedication to Chester County and the Department of Aging Services,” Byerman said. “She brings to the role a wealth of institutional knowledge and the same mission-driven leadership that defines so many of our best departmental leaders.”

Byerman also recognized the contributions of Murphy, thanking her for her lasting impact and setting a high standard for the department.

Pat Bokovitz, Director of the County’s Department of Human Services, praised Carlson’s appointment, noting her extensive experience and strong commitment to older adults. “We are fortunate to have Heidi step into this leadership position,” Bokovitz said. “She is an exceptional manager who oversees the planning, administration, and budget for a team of 37 department staff. Heidi is not just a respected leader—she is a true ambassador for Chester County.”

Carlson earned her Bachelor of Arts degree in psychology from Dickinson College and has built a career defined by advocacy, compassion, and effective program development. Her appointment signals a continued focus on strengthening services for Chester County’s growing senior population.
