PHILADELPHIA, PA — In a bold move to address Pennsylvania’s growing housing challenges, Governor Josh Shapiro signed Executive Order 2024-03, mandating the development of the state’s inaugural comprehensive Housing Action Plan. This initiative seeks to combat housing shortages, tackle homelessness, and broaden affordable housing options, positioning Pennsylvania as a more attractive and competitive place to live and work.

The Department of Community & Economic Development (DCED) will spearhead this plan, collaborating with a diverse group of stakeholders to evaluate housing needs and formulate strategic solutions. The Housing Action Plan aims to provide a roadmap for expanding affordable housing while ensuring a coordinated effort across state, local, and federal agencies, as well as private sectors.

Governor Shapiro articulated the necessity of this initiative by stating, “To make Pennsylvania more competitive, we must cut costs, grow our workforce, and attract more people to live and work in the Commonwealth. A key challenge we face in attracting new residents is the lack of safe, affordable housing.” This plan is part of a broader strategy to build more homes, reduce costs for families, and repair aging housing infrastructure.

DCED Secretary Rick Siger echoed the Governor’s sentiments, highlighting the plan’s role in meeting urgent housing needs. “The Housing Action Plan will provide a roadmap to increase Pennsylvania’s economic competitiveness and complement our work to make the Commonwealth a top place to live, work, play, and innovate,” he emphasized.

The plan addresses several pressing issues, including the decline in homeownership since 2010 and rising housing costs, which have led to an increase of nearly 200,000 renters. With many Pennsylvanians spending over 30% of their income on housing, there is a pressing need for an additional 100,000 housing units.

The Housing Action Plan will involve a thorough assessment of statewide and regional housing needs, establishment of measurable goals, and evaluation of existing housing programs. A critical aspect of the plan involves the Department of Human Services (DHS) developing policies and best practices for addressing homelessness, working alongside local, state, and federal partners. DHS Secretary Dr. Val Arkoosh noted, “This interagency collaboration, along with county and local partners, will simplify navigating housing support systems, reduce bureaucratic red tape, and improve our housing stock.”

The Executive Order aligns with Pennsylvania’s Ten-Year Strategic Plan for Economic Development, which identifies housing access as pivotal for economic growth. The lack of affordable housing has been a significant factor driving workers to seek opportunities outside the state. Moreover, the Aging Our Way, PA plan emphasizes the need for adaptable housing for older residents to age with dignity.

Legislators have expressed strong support for the initiative. Senate Democratic Appropriations Chairman Senator Vincent Hughes applauded the Governor’s comprehensive approach, while House Majority Appropriations Chairman Representative Jordan Harris highlighted the plan’s importance for economic stability and family well-being.

With this comprehensive effort, Pennsylvania stands poised to set a national standard in addressing housing challenges, demonstrating a commitment to ensuring that every resident has access to safe and affordable housing.
