WEST CHESTER, PA — Chester County officials have appointed a veteran federal communications strategist to lead the county’s public information efforts, selecting Andrew Kreider — a longtime U.S. Environmental Protection Agency official — as the next Communications Director beginning December 1.
Kreider steps into the role following the retirement of Rebecca Brain, who has spent 19 years guiding the county’s communications operations and Public Information Office.
Commissioners Josh Maxwell, Marian Moskowitz, and Eric Roe said Kreider brings a wide-ranging background in public affairs that will strengthen the county’s outreach to residents and support its more than 2,400 employees.
“His deep experience in public affairs and communications will serve our residents and our more than 2,400 County employees extremely well,” the commissioners said in a joint statement.
During his tenure at EPA Region 3, Kreider served as Senior Congressional and Intergovernmental Liaison, leading a team that coordinated federal environmental work with Senate and House offices across five states and Washington, D.C. He was also the primary point of contact for state, county, and municipal leaders engaging with the agency.
As Communications Director for the EPA’s Philadelphia regional office, Kreider oversaw a staff of public affairs specialists and directed all media operations while developing new state-level communications and government relations strategies.
In Chester County, Kreider will report to CEO David Byerman and oversee all external and internal communications, including media relations, social media strategy, weekly county news production, and coordination with county-affiliated agencies and community partners.
“Chester County has a terrific story to tell, and Andrew is the right person to help tell that story,” Byerman said. He praised Kreider’s crisis-communications background, understanding of local media, and experience serving under both Republican and Democratic administrations. “Andrew has some big shoes to fill, but we believe he’ll be a tremendous addition to our team.”
Kreider, a graduate of Penn State University’s Schreyer Honors College with a degree in political science, has received multiple EPA honors for communications and community engagement. He lives in Chester Springs.
