Chester County Appoints Erik Walschburger as Chief Clerk and Administrator

WEST CHESTER, PA — Chester County commissioners have appointed Erik Walschburger as Chief Clerk and County Administrator, county officials announced.

Walschburger succeeds to the role after serving four years as Deputy County Administrator and Chief Operating Officer, during which he also served as Acting County Administrator for seven months.

“In his 15 years with Chester County government, Erik has established a record of hard work and skilled leadership,” said Josh Maxwell, chair of the Chester County Board of Commissioners. “He’s the right person for this job, and I’m excited for him to lead our County administration.”

Walschburger began working for Chester County in 2008 in the District Attorney’s Office, where he held several positions and was named Chester County Prosecutor of the Year in 2018.

Commissioner Marian Moskowitz said Walschburger’s experience across county government will support the administration’s operations.

“I’ve seen the positive impact that Erik has on the mission, and on the people with whom he works,” Moskowitz said. “His extensive knowledge of County operations, spirit of collaboration, and effective management style will set a high bar and inspire our employees to reach it.”

The commissioners also appointed Howard Holland as Acting Deputy County Administrator for operations.

Holland has served as warden of Chester County Prison since early 2024 after previously holding the role in an acting capacity.

Prior to becoming warden, Holland spent nearly 30 years in law enforcement, including seven years as chief of the Downingtown Borough Police Department.

Commissioner Eric Roe said Holland’s work at the prison influenced the appointment.

“I have always advocated for improved government processes, and I’ve been particularly pleased by the changes Mr. Holland has undertaken at the Prison,” Roe said.

The county’s senior management team also includes Megan Moser, Deputy County Administrator for customer experience.

Moser joined the county in 2025 after leading customer experience initiatives at federal agencies, municipal governments, and academic institutions.

County officials said she has led development of an action plan to support the Department of Voter Services and other operational improvements.

As Holland assumes the acting deputy administrator role, the Chester County Prison Board of Inspectors appointed Brian Sheller as Acting Warden.

Sheller has served as deputy warden since early 2024 and previously spent more than 30 years as chief of the Parkesburg Borough Police Department.

He is a graduate of the FBI National Academy and previously served as president of the Chester County Police Chiefs Association.
