WASHINGTON, D.C. — U.S. Sens. Dave McCormick, R-PA, and Chris Coons, D-DE, introduced bipartisan legislation this past week that would establish mentorship standards across National Institutes of Health training and career-development programs, targeting a stage when early-career researchers can leave academic biomedical research before securing independent funding.
The NIH Mentorship Modernization Act would establish minimum, evidence-based mentorship standards for designated NIH career development, institutional training, fellowship, research education and other research training awards.
The proposal addresses inconsistent mentorship expectations across institutions receiving NIH support. While many existing programs include mentored research, requirements vary among institutions, according to information accompanying the legislation.
A central concern is attrition between early-career development awards and R01-level funding, traditionally considered a marker of an independent research career. The legislation’s sponsors contend that structured mentorship can help researchers navigate that transition and remain in biomedical research.
“America’s leadership in biomedical research depends on developing the next generation of scientific talent,” McCormick said. “Strong mentorship helps young researchers succeed, drives innovation, and ensures taxpayer investments in medical research deliver lasting results.”
The legislation would allow existing institutional programs that meet comparable requirements to satisfy the NIH standards, an approach intended to limit duplication. Institutions would certify compliance, while NIH would be authorized to provide supplemental funding or other support to implement the standards.
NIH would also periodically review and update the requirements as evidence-based mentorship practices evolve. The framework would apply prospectively, with a two-year implementation period and voluntary early adoption for existing awards.
The proposal carries particular significance for Pennsylvania, which ranks fourth nationally in NIH funding, according to figures cited by the sponsors.
NIH grants supported 21,740 Pennsylvania jobs and generated $5.31 billion in statewide economic activity in fiscal 2024, according to the legislation’s sponsors. They also attributed 3,710 Pennsylvania businesses and 97,374 biopharmaceutical industry jobs to NIH-driven commercialization.
Christopher P. Molineaux, president and CEO of Life Sciences Pennsylvania, noted that NIH invested more than $2.6 billion across more than 3,700 research projects in the state last year.
“This legislation acknowledges the critical importance of training and mentorship in building the next generation of life sciences leaders,” Molineaux said.
Nationally, NIH awarded $36.94 billion in research funding during fiscal 2024, supporting 407,782 jobs and $94.58 billion in economic activity, according to figures cited by the bill’s sponsors. They estimate that each $1 of NIH research funding generates about $2.56 in economic activity.
Coons framed mentorship as part of maintaining the country’s future scientific workforce.
“The next generation of scientists will contain the next generation of disease outbreaks and cure the next generation of illnesses, but first those scientists must be properly prepared for their careers,” Coons said. “Mentorship is a powerful way of ensuring we have capable and qualified researchers to keep our nation healthy.”
Emma A. Meagher, senior vice dean for clinical and translational research at the Perelman School of Medicine and vice president of the University of Pennsylvania Health System, argued that formal standards could build on mentorship efforts already underway in academic medicine.
“Investing in mentorship is an investment in the future of biomedical discovery and patient care,” Meagher said.
