WILLISTOWN TWP, PA — Construction has begun on a 57-unit, income-restricted senior housing development in Willistown Township, marking New Jersey-based Walters Apartments’ entry into Pennsylvania’s residential market and adding affordable housing options for older adults in Chester County.
Cornerstone at Willistown, located at 27-29 Industrial Boulevard in Paoli, will provide one-bedroom apartments for residents age 62 and older whose incomes do not exceed 60% of the area’s median income.
The three-story development is scheduled for completion during the first quarter of 2028, according to Walters, which will also manage the property.
The project represents the developer’s first Pennsylvania investment after establishing an affordable housing portfolio of more than 2,093 units across New Jersey.
Chester County and Willistown Township officials participated in the groundbreaking, marking the project’s transition from planning to construction.
The development will expand the supply of income-restricted housing for older residents in the Paoli area, where access to affordable apartments can be a significant consideration for seniors living on fixed incomes.
Walters plans to determine rental rates using residents’ gross annual income, subject to the development’s income eligibility requirements.
The company describes the project as a 57-unit income-restricted community. A separate Chester County public communication identified 48 affordable units, leaving a discrepancy in the reported number of income-restricted apartments.
The project’s residential building will contain one-bedroom units equipped with full-size washers and dryers, kitchens, and window blinds.
Shared facilities will include elevators, a multipurpose clubhouse, fitness center, computer workstations, and on-site parking.
Walters also plans to provide resident-support services while overseeing property management.
The development’s location along the Main Line provides access to regional rail transportation connecting Paoli with Philadelphia, approximately 25 miles to the east.
“Expanding into Pennsylvania is an exciting next step in our company’s growth,” said Joe Del Duca, partner and director of affordable housing for Walters.
The project extends the company’s affordable housing development and management operations beyond New Jersey, where it has established a portfolio serving income-qualified residents.
Walters is also constructing Kingsway Estates I in Woolwich, New Jersey, a 66-unit income-restricted apartment community owned by Fair Share Housing Development.
Construction at Cornerstone at Willistown is expected to continue through 2027, with completion targeted for early 2028.
The project will add senior housing capacity in Chester County while establishing Walters’ first development presence in Pennsylvania.
