CAP Index Unveils New Tool to Measure Social Instability and Community Risk

CAP Index

EXTON, PACAP Index has expanded its crime risk analytics platform with the launch of its new Crimes Against Society (CAS) index scores, a first-of-its-kind metric designed to capture patterns of social behavior that may signal rising instability in communities—even those with low traditional crime rates.

The CAS scores quantify activities such as drug and narcotic violations, trespassing, disorderly conduct, and loitering, offering businesses a deeper understanding of the social dynamics that can affect public perception, foot traffic, and overall safety.

“Crimes Against Society scores quantify patterns of social behavior, including drug and narcotic violations, trespassing, disorderly conduct, and loitering or vagrancy,” said Dr. Casey Harris, Ph.D., Vice President of Crime Risk Modeling at CAP Index. “Elevated CAS scores can indicate shifts in community behavior that may signal growing social instability, providing a more nuanced understanding of local risk beyond traditional crime metrics.”

The new scores complement CAP Index’s existing Crimes Against People and Crimes Against Property metrics, broadening the company’s CRIMECAST® system. This expanded framework incorporates decades of validated modeling, millions of data points from law enforcement, and key demographic and socio-economic indicators.

“Even locations with low traditional crime scores can face risks if social issues are on the rise,” said Stephen Longo, Chief Revenue Officer and Executive Vice President at CAP Index. “CAP Index is the only provider offering CAS scores, giving organizations a more complete, data-driven view of their environment.”

The company’s granular, Census block–based data enables organizations to pinpoint localized variations in risk, enhancing both strategic planning and real-time decision-making across industries such as retail, finance, logistics, and public services.
