Wilmington Man Charged After Sawed-Off Shotgun Recovered in Shots Fired Investigation

WILMINGTON, DE — A Wilmington man is facing multiple weapons charges following an investigation into a recent shots fired incident that occurred earlier this month in the city’s Hilltop neighborhood.

According to the Wilmington Police Department, officers responded to reports of gunfire on July 10, 2025, at approximately 8:54 p.m. in the 1400 block of St. Elizabeth Street. No injuries were reported as a result of the incident.

Detectives with the department’s Crime Gun Intelligence Center, working in coordination with the Uniformed Services Division, identified 32-year-old Jesus Ortiz-Seda as a suspect during the course of their investigation.

On July 28, officers located Ortiz-Seda in the 1600 block of Bonwood Road and arrested him without incident. A court-authorized search warrant was subsequently executed at the location, where investigators recovered a sawed-off 20-gauge shotgun, shotgun shells, and additional types of ammunition.

Ortiz-Seda has been formally charged with the following offenses:

  • Possession of a Destructive Weapon
  • Two Counts of Possession of a Firearm or Ammunition by a Person Prohibited
  • Carrying a Concealed Deadly Weapon
  • Criminal Mischief Under $1,000

He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on $11,100 secured bail.

All charges remain allegations, and Ortiz-Seda is presumed innocent unless and until proven guilty in a court of law. The case remains under active investigation.
