Rhoads Industries to Invest $100 Million in Philadelphia Navy Yard, Creating 450 New Jobs

PHILADELPHIA, PA — Governor Josh Shapiro announced this week that Rhoads Industries will invest nearly $100 million to expand its shipbuilding and manufacturing operations at the Philadelphia Navy Yard, a move expected to create at least 450 new jobs and retain more than 500 existing positions.

The company plans to construct a new 95,000-square-foot facility to increase production capacity for the U.S. Navy’s submarine program. This expansion will enable continuous fabrication, additional outfitting, and direct barge shipping access — improvements designed to accelerate delivery timelines and support national defense efforts.

The Commonwealth is contributing a $4 million Redevelopment Assistance Capital Program grant to support the project, adding to more than $17 million previously invested in Rhoads by the state.

Founded in 1896, Rhoads Industries has long been a cornerstone of Philadelphia’s industrial sector. Its operations include large-scale fabrication, mechanical services, and shipyard maintenance, spanning over 300,000 square feet at the Navy Yard.

Governor Shapiro emphasized the project’s alignment with his administration’s economic development strategy and its importance to Pennsylvania’s economy and national security.

The expansion also highlights Rhoads’ commitment to workforce development. The company operates a three-year, state-accredited apprenticeship program in partnership with Boilermakers Local 19, preparing high school graduates for careers in maritime manufacturing.

Thursday’s announcement builds on recent economic milestones, including a $20 billion investment from Amazon and ongoing site development initiatives across Pennsylvania.
